The presidential directive says that, when the president considers an emergency to have occurred, an “Enduring Constitutional Government” comprising “a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President,” will take the place of the nation’s regular government.

Hmmm. Coup d'etat. Thanks, Shrub. No way you thought that up. This is Dick Cheney's bunker mentality stuff.

I’m sure it was more people than just VP Cheney that dreamed up this one....more likely a working group.

Notice how it gives everyone a little “skin in the game”; executive, legislative, and judicial branches.

Everyone, that is, except the people. Ominous to me is that it is quite open-ended; the POTUS declares the emergency, then the POTUS, and the POTUS alone, decides when it’s over.

Kind of like a modern-day Enabling Act.
