Cain's Tax Mutiny. New national sales tax on top of the income tax is a political killer

The real political defect of the Cain plan is that it imposes a new national sales tax while maintaining the income tax. Mr. Cain's rates are seductively low, but the current income tax was introduced in 1913 with a top rate of 7% amid promises that it would never exceed 10%. By 1918 the top rate was 77%.

Part of Mr. Cain's appeal is his willingness to challenge political convention, and he certainly has with his tax proposal. Voters like that he isn't a lifetime politician but a successful business owner who has met a payroll and created jobs. But his endorsement of a sales tax on top of the income tax is a political gamble that would eventually finance an even larger entitlement state. Better to reform the devil we know—the income tax—than to introduce another devil and end up with ever-rising rates of both.

Cutting spending and a balanced budget is the stated goal.

As are a considerable tax increase for the majority of the people in the country. How do you think that'll go over?

I have posted many times, politicans always have a new idea on taxes, but not one has talked about repeal of the 16th amendment...It would take passing congress and then 2/3 of all the states to be repealed....I think congress would not want to give up that power of income taxes...without repeal, no new types of taxes of any kind....

Cain is just not all star Presidential material. He is a radio talk show host and political amateur who has never held a Government executive office, similar to a familiar Community Organizer who was supposed to be a Washington Outsider who would reform all of Washington.

There's a difference. The Community Organizer was an empty suit. Cain is for real.

9% national sales tax (New goods only)

Cain's website says a 9% sales tax period. It doesn't say on new goods only. So while I could see if you bought a used powersaw from your neighbor then you wouldn't pay tax on it. But buy a used car from Ford and you would. Buy a used pair of pants from Goodwill and you would. Buy an existing house and you would. In short, a tax on virtually everything you buy.

I share the concerns in the WSJ article. I am and have long been a proponent of the Forbes Falt Tax. However this is at least an attempt to change the crony capitalism/class warfare game.

You seem to not understand what the goals are here I suggest you go to Cain’s website. The 9-9-9 is phase one Phase 2 is the Fair Tax. I don’t think we should do that without a constitutional amendment to repeal the 16th. I want to hear where he will go absent the repeal of the 16th amendment.

If we had a typical recovery, 13 million more Americans would be employed today.
That means more tax revenue, less government spending and 13 million less people opposed to reasonable spending cuts.
The Super Committee must deliver a robust growth solution.
America can’t wait for 2012, we need growth NOW
Phase 1 - 9-9-9

Current circumstances call for bolder action.
The Phase 1 Enhanced Plan incorporates the features of Phase One and gets us a step closer to Phase two.
I call on the Super Committee to pass the Phase 1 Enhanced Plan along with their spending cut package.
The Phase 1 Enhanced Plan unites Flat Tax supporters with Fair tax supporters.
Achieves the broadest possible tax base along with the lowest possible rate of 9%.
It ends the Payroll Tax completely – a permanent holiday!
Zero capital gains tax
Ends the Death Tax.
Eliminates double taxation of dividends
Business Flat Tax – 9%
Gross income less all investments, all purchases from other businesses and all dividends paid to shareholders.
Empowerment Zones will offer additional deductions for payroll employed in the zone.
Individual Flat Tax – 9%.
Gross income less charitable deductions.
Empowerment Zones will offer additional deductions for those living and/or working in the zone.
National Sales Tax – 9%.
This gets the Fair Tax off the sidelines and into the game.
Phase 2 – The Fair Tax

Amidst a backdrop of the economic boom created by the Phase 1 Enhanced Plan, I will begin the process of educating the American people on the benefits of continuing the next step to the Fair Tax.
The Fair Tax would ultimately replace individual and corporate income taxes.
It would make it possible to end the IRS as we know it.
The Fair Tax makes our exported goods and services the most competitively internationally than any other tax system.
Phase 1 Enhanced Plan – Summary

Unites all tax payers so we all pay income taxes and no one pays payroll taxes
Provides the least incentive to evade taxes and the fewest opportunities to do so
Lifts a $430 billion dead-weight burden on the economy due to compliance, enforcement, collection, etc.
Is fair, neutral, transparent, and efficient
Ends nearly all deductions and special interest favors
Ends all payroll taxes
Ends the Death Tax
Features zero tax on capital gains and repatriated profits
Lowest marginal rates on production
Allows immediate expensing of business investments
Eliminates double taxation of dividends
Increases capital formation. Capital per worker drives productivity and wage growth
Capital formation will aid capital availability for small businesses
Features a platform to launch properly structured Empowerment Zones to revitalize our inner cities
We all know the Fed has tripled the money supply since 2008. They have been printing money out of thin air to finance the Obama spending machine. While true Fed reform that restores sound money may have to wait for my election, the best thing we can do now is to pursue policies that increase the DEMAND for dollars to help mitigate the risks associated with the increase in the supply.
Pro-growth economic policies equal a strong dollar policy

Like Prohibition, an amendment to the constitution cannot be just ignored. It must be eliminated cause if congress can make the tax zero it can make it 100% It started out as only 3% on the very rich...and has been up as high as 90% after adjusted via deductions...now most of those deductions were eliminated by Reagans congress for him to get his tax cuts passed...

Pass constitutional amendment defining that sales tax can not exceed 9%.

I haven't heard him say that a federal sales tax would replace a state and local sales tax. Anybody?

A national sales tax is such a nonstarter of an idea. The amount of tax evasion and fraud would be orders of magnitude greater than it is now.

Now you have proven that you are clueless.

Cain is actually overqualified to be president.

First line of his resume:

“Cain went on to graduate from Morehouse College in 1967, then earn a master’s degree in computer science from Purdue University while working full-time for the Navy as a mathematician and physicist, developing ballistics for fighter planes and aircraft carriers.”

Yep, he’s a community organizer just like Obama. /s

It can't. State and local governments can levy their own tax at whatever rate they want and the federal government cannot do anything about it. So the federal sales tax would be on top of all other taxes.
