From the time the Russian title of "Czar" (or Caesar) was first used in the 16th Century to describe the Emperors of Russia, through the communist revolution of 1917, Russia had only about thirty czars. President Obama's administration has 45, according to a new report from the conservative watchdog group Judicial Watch.
President Obama was not the first to have "czars," nor have all the positions that go by that informal name fallen within the lines of this report. But Obama's use of policy advisors who "enjoy positions of power and authority in the administration and yet have not been subjected to vetting and confirmation by the U.S. Senate" is unprecedented in several ways, the report suggests:
President Barack Obama has installed personal advisors in czar positions in the White House and has created new czar positions elsewhere in the Executive Branch. As of the date of this report, the number of czars that have been appointed by the President, or by others in his administration, appears to total 45. In addition, there are as many as 18 other unfilled or planned czar positions.
Many of these czars are unconfirmed by the Senate and are largely unaccountable to Congress. Further, their activities are often outside the reach of the Freedom of Information Act (FOIA), creating a veil of secrecy about their precise role in the administration.
I find this the most intriguing assertion within the release announcing the report:
Czars appointees have seized unprecedented control over major aspects of government policy and programs. In some instances, unconfirmed czars have authority, in seeming violation of the U.S. Constitution, over certain Senate-confirmed officers.

One would not have expected to have a radical regime that has defied the constitution the congress and the laws of the land and which makes this all the more dangerous.
Russia had only 30 czars over 3 centuries Mr. President; you’ve had 45 in 3 years.
The aforementioned line, could be the “most memorable” quip in one of the 2012 Debates between Zero and whomever the GOP nominee is. Am I totally off-base here or could that work?
Ref my Post #3: Actually it was 5 Centuries total but 3 for 3 just sounded good.
Or how ‘bout this for a memorable Debate line to use against Obama in one of the 2012 Debates:
Russia had only 30 czars over 5 centuries Mr. President; you had 45 czars in one year after taking office.
He has created his own “little Chicago” right in Wash DC!
The czar system is for purposes of shielding Obama from resposiblity...putting him safely in an Ivory Tower. “It’s not my fault...so-and-so did it.”
And what are they costing us? You can bet they are not working for free, yet I never see a salary associated with their appointments. Plus they each have offices and staff, free to them phones, computers, cars, etc.
Well you can’t expect Obama to do his own job. He doesn’t know how.
How are these CZARS getting funded? Who authorizes their rent-staff salaries-office supplies—phone—etc?
Isn’t the House of Representatives responsible for spending money?
Where is the support money for all these members of Barry the Imposter’s Shadow Government coming from?
In the Olden Golden days in Russia, I believe they were primarily used in the military initially and are equivalent to Commissars or Ministers of later times and there was only one Czar they all reported to.
Variations on their functions and methods are used today across this country, From unions to the military and throughout Big Gubamint.
Things CHange.. Things stay the same.
Obama has built a shadow cabinet for himself....considering his real cabinet never meets or sees him it’s indicative of his fear of exposing himself to criticism or incompetence
