For them to believe in their minds that they are something that reality (their physical bodies) tells them they are not is a mental disorder. You say that their brains are wired to be the other sex. I say their brains are mis-wired.
If their brains are mis-wired (a neurological condition) the disorder may not be at all amenable to psychological therapy.
If on the other hand, the disorder stems from psychological injury, perhaps psychology can cure it.
My impression is that there are three kinds of transgender disorders.
1) Neurological miswiring - genetic, hormonal, prenatal environment.
2) Psychological - stemming from abuse, really bad family dynamics, or in boys of a rather timid nature, fear of normal male aggressiveness.
3) Erotic fetishizing - a man’s arousal by the thought of himself as a woman - autogynephilia - cross-dressing taken even further. A psychologist (psychiatrist?) got himself crucified recently by the PC establishment for proposing this but it’s obvious even to a layperson in some cases.
