While I am in general agreement with “never attribute to malice that which can be adequately explained by stupidity”, sometimes the scale of stupid required exceeds the possible, and malice is then the only alternative explanation.

If it were “stupidity”, he’d accidentally get it right once in a while.

Since he never gets it right, it’s not “stupidity”.
