Sorry, my bogus alarm is going off on this one. That design isn't flying underwater through anything. And I seriously doubt if it can "fly" through the air either. Maybe WIG. Maybe.

The only part of the ship that travels “underwater” are the outriggers. The rest of the vessel rides above the waves. The super cavitation only need take place with the portions of the vessel that actually touch the water and propel it. The rest of the vessel is designed to reduce radar reflection aerodynamic drag.
