Federal judge again finds St. Bernard Parish in contempt for racial discrimination

A federal judge once again has declared St. Bernard Parish in contempt and subject to monetary damages because it has "doggedly attempted to preserve the pre-Katrina demographics" of its parish by intentionally discriminating against African Americans.

U.S. District Judge Ginger Berrigan this week ruled the parish's continuing attempts to prevent the four Provident Realty Advisors apartments in Chalmette violates the federal Fair Housing Act.

Berrigan has referred the decision on amount of damages, reasonable attorneys' fees and costs to a magistrate judge.

For six years, St. Bernard has remained in the spotlight over housing restrictions that violate federal civil rights law by attempting to limit land available for multi-family dwellings, Berrigan stated.

The current contempt of court allegations leveled against the parish focused on zoning changes the Parish Council approved in December 2009, along with the parish government's denial of four building permit renewals in December 2010. This year, amid pressure from the U.S. Department of Housing and Urban Development and orders by Berrigan, the Parish Council rescinded the zoning changes and allowed construction of the four 72-unit multifamily, mixed-income Provident Realty Advisors apartments to proceed, but even after issuing the permits the parish continued with attempts to stop or stall their development, Berrigan noted.

During the first year after Hurricane Katrina, St. Bernard placed a one-year moratorium on the "re-establishment and development of any multifamily dwelling" and passed a "blood relative" ordinance prohibiting the rental or occupancy of single-family residences in St. Bernard to anyone other than a blood relative without first obtaining a permit from the government.

Because of the two post-Katrina rental and multifamily restrictions, the Greater New Orleans Fair Housing Action Center filed suit against the parish. In February 2008, that suit was settled and Berrigan issued a consent decree barring St. Bernard from further violating

Shoving section eight down the throats of those who don't want it.

Before section eight New Orleans East was a very nice place. You can't blame the people of St. Bernard for trying to preserve their neighborhoods and what is worse is that it appears these "mixed income" apartments will be concentrated near each other.

It started this same way in cities all over the country.
They called it blockbusting in the 50’s

They put a few families in the neighborhoods, the neighborhoods turned into s**tholes and ghetto’s were born.

White’s flew to the suburbs, blacks followed them,
the suburbs moved farther out,it became an issue of how far can you run. Ask yourself why whites move out of neighborhoods. Is it because of racism or because of the crime, the run down properties, the boogie box’s, the dope dealers, the profanity in the schools, the lowered expectations of the schools.

Important to identify the "them". It was a tactic of certain class of real estate agents. "They" would have two separate offices, or act in collusion with a partner office. One office would bring in the negro families to an all white neighborhood, the other office would pander to the idiot whites running away from the scary black folks moving in.

All sorts of emotional, race-baiting and fear mongering would go on. All to generate sales. Sales, sales, sales.

Sleep get slaughtered. Makes a fine roast. The agents playing this game were just utilizing what fools provided by being foolish.
