The White House Office of Legal Counsel (OLC) disputes GAO’s conclusion, arguing that the law does not constitutionally apply to the OSTP's diplomatic activities.
Therein lies the LARGEST problem which America faces today! When you have laws that allow "work-arounds," "loopholes" and any other wording to declare that ANY ACTION by any part of the United States Government "does not constitutionally apply" then the action is NOT LEGAL! ANY AND EVERY THING the US Government does MUST be done with "constitutional" authority as ESTABLISHED by "We The PEOPLE!"
