The letter thanks Gadaffi for making it easier for Christians to worship in Libya. What other Islamic state has been doing that? Is the Daily Mail suggesting that shouldn’t have been encouraged?

Diplomatic etiquette is what it is. Charles didn’t write the playbook or make up on his own the terms of address. Platitudes hoping for better international ties are standard boilerplate. What’s the big deal?

The big deal is that it can be used to make up a "shock horror headline" and therefore sell newspapers.

No other reason at all.
