He's stuck. He can't make the state more "business friendly" because he owes his election to people that have an interest in sucking businesses dry. Half of the population in Baltimore and many of the people in Montgomery Co. and Prince George's Co. either live on the dole or work for the federal or state governments.
Any businessman is going to look at that and say that he doesn't want to pay for that.
