Putin’s speculated worth is 20-30 billion, seen in news reports. Skims is how the Mubarak family in Egypt got rich. Let others do the work and you get a percentage. In return Putin and Mubarak keep out competitors to an extent.....there are many permutations of this racket

I’m not convinced purging the Russian bureaucracy is going to improve its performance. Newcomers tend to be as abusive, venal and corrupt as their predecessors. There is no quick fix to corruption and sloth in Russia.
