I’m sure that behind the facade of astonishment and shock, the supposed authorities really DO know just what is going on, but are not confronting the perps because, frankly, they have not the means nor the inclination to proceed with what they must do to restore order.
Napoleon ordered a “whiff of grapeshot” to quell the Paris Royalist mobs, and thereby secured the Republic of France. Had the Royalists prevailed, the return of The Terror was a very real probability, and at the time, nobody wanted that.
The Republic turned into the Empire very quickly, though, once Napoleon was elevated to the national leadership. From too little order, very soon it became too much order.
