The civil war ended any facade of the US Constitution having any real power to limit the “Federal” government.

You may be right, but I think that the progressives who came 30 to 50 years later who actively worked to pass ALL of the amendments in the 1910's did more to end the facade than the Union winning the Civil War.

They were only building on the foundation built by the progressives in the mid 1800s. It’s really kind of artificial to distinguish between these people. What ever generation, they have been pushing toward the same end goal.
