The only question is, is the above statement true. Resisting arrest should not result in being shot, attempting to run someone over is.

Everyone makes choices in their life. This young man choose to steal a car. He choose to run from the police. He choose to resist arrest. He choose to flee with the possibility of injuring or killing someone else. At every step he could have made another choice, and he would still be alive.

It would appear that Goffe's attempt was moderately successful - he struck, but didn't kill the officer who "struck back."
