"They each have contributed to the demise of America," Perry said. Perry has scheduled an Iowa speech on Tuesday where he plans to lay out details of his overhaul. But he told the activists it will be sweeping and form the basis of the case he will make to activists who will show up for Jan. 3 precinct caucuses.
"The question for Iowans in 50 days is not whether to embrace change, but for Iowans to decide who is the most credible messenger for that change," said Perry. He says one part of his plan will be to change the way the federal courts work, saying he's tired of judges he described as "arrogant."
The Texas Republican said other candidates offer lots of rhetoric on conservative issues, but he has a decade-long record of delivering on them as governor. "Leadership isn't about style, it's about substance, about action," said Perry.
While other candidates tout their anti-abortion views "I signed a budget that defunded Planned Parenthood in Texas," said Perry.
Perry focused much of his fire on President Obama, saying voters have grown weary of the president, but he was not shy about making the case that he would make a better rival than any of his Republican opponents, largely because he aggressively confronts Obama and offers the most dramatic change.
"I'm in this race for the presidency not because of some lifelong ambition, but because the American people are yearning for someone who will tell them the truth," said Perry. "If you want real change, if you want to overhaul business as usual, caucus for me."

Speaking at the Ronald Reagan Dinner of the Scott County Republican Party, the Texas governor said his government reform proposal would "uproot all three branches of government and overhaul Washington."
Perry said the plan "touches every branch of government because they each have contributed to the demise of America.”
He didn't go into specifics, but in a mostly fiery 14 minutes Perry said the proposal would address lifetime federal judges "who arrogantly rewrite our laws from the bench." He is also promising to offer changes affecting a Congress that not only spends too much money in Washington but "is in Washington too much."

They put their lives on the line every day so we don’t have too. Over the years I have been so honored to have met so many of those great heroes as I’ve traveled to their outposts in Iraq and Afghanistan. I’ve signed letters, to their loved ones, for those who have made the ultimate sacrifice. I consider myself so fortunate to have been able to wear the uniform of our country. And that experience informed my perspective about our defense policies. Specifically, I believe we must never put the military on the chopping block for arbitrary budget cuts as part of some political horse-trade. Never!
The question we must ask is not, what we can afford to spend on our military, but what it costs to remain secure and free. See, a real key component of keeping America secure, is keeping Israel secure. At one point Texas Governor Rick Perry spoke of how his administration would grant foreign aid, with every country starting at “zero dollars:”
When asked by a Twitter user how this policy would apply to Israel, Perry responded that like every country, Israel would start at zero.
“Obviously Israel is a special ally and my bet is we would be funding them at some substantial level,” said Perry. “But it makes sense for everyone to come in at zero and make your case.” Source

You like the way the three branches of Federal government have entrenched and are dictating to the states and the people?
I wish our candidates mentioned the Constitution more.
In fact I wish they loved it as much as I do.
Of course I could never be President, having made a number of women feel uncomfortable in my lifetime, I am sure.
I want a president who is more figurehead than anything.
Most of the federal gubmint is extra constitutional, let’s eliminate those parts.

I think he’s pointing out Perry’s use of mixed metaphors.
He should, to be technically correct, have said that he’d like to cut down the three branches of government.
