SNEAK PEEK AT REMARKS: I do not believe Washington needs a new coat of paint. It needs a complete overhaul. We need to uproot, tear down and rebuild Washington, D.C. and our federal institutions. Ecclesiastes, Chapter 3, says, there is a time to plant and a time to uproot there is a time to tear down and a time to build. It is time to tear down the monuments to bureaucratic failure and in their place build a smaller, more efficient federal government that puts the American people first.
Perrys Uproot and Overhaul Washington plan has a section for each branch:
1) Fundamental Reform of the Legislative Branch: Citizen Congress, Accountability and Transparency Work to establish a part-time, Citizen Congress Cut congressional pay in half and repeal the rules that prevent members of Congress from holding real jobs in their home states and communities.
2) Fundamental Reform of the Judiciary: End Life-time Appointments to the Supreme Court End lifetime appointments of federal judges by instituting an 18-year term limit. This would have to apply prospectively (e.g. not to current Supreme Court judges) and require a Constitutional Amendment.
3) Fundamental Reform of the Executive Branch: Regulatory Reform and Reining in the Federal Bureaucracy Support legislation to automatically sunset federal regulations unless Congress votes to renew them. Work with Congress to dismantle, reform, and restructure wasteful, overbearing, and redundant federal agencies: The Department of Commerce, Department of Education and the Department of Energy would be completely eliminated.
However, 99% of what Perry want to accomplis woith Congressional reform could be done with TERM LIMITS..I'd much rather see him propose that..
