That post-prison DC Mayors race was fascinating. The key ingredient to Barry winning is that his campaign determined that the most significant demographic group in DC for the Dem primary (which determines who the mayor is going to be) isn't the Black community (which will divide its votes between various Dem candidates), but rather family and friends of the incarcerated.

Barry built his campaign around outreach to that group, playing up his unique take on the matter (since he'd just gotten out of prison himself) and took it all the way back into the mayorship.
