Don't forget that Perry signed a new version of the legislation in 2005 that was created to deal with legal issues that arose over the 2001 legislation, and that Perry publicly supported this in 2007, again in 2010 during his reelection, and again in 2011 during the debates.

It's funny when Perry supporters try to pretend like the tuition thing is isolated to 2001 and that Perry had no say in it - nobody was twisting his arm to publicly support it in 2007, 2010, and 2011. He supports it, period.
