Remember Senator Church and his Senate committee effectively dismantling CIA operations back when. They caused the deaths of our operatives and contract agents in the USSR and other countries behind the Iron Curtain and effectively caused the CIA to become a second rate operation. It so affected our ally counterparts that they were afraid to share information with us for fear of Congressional exposure and we were blind for many years - maybe even onto today.
