Yes, but in Newt's plan, he FIRST wants to legalize the illegals, and then implement the cutting off of benefits. The net result being you have now made it legal for them to keep getting those benefits.

Actually, you have a point. Newt did say he wanted to implement some type of method to keep them from getting benefits, however, whether he recognizes it or not, that would take a whole new layer of federal bureaucracy to implement, effectively increasing the size and scope and control of the federal government.
