Saying that a statement or a question is "uncalled for" always seems to me like the lamest type of response. What does it even mean?

Which of these examples is a better type of response?:

Bentsen: Senator, I served with Jack Kennedy, I knew Jack Kennedy, Jack Kennedy was a friend of mine. Senator, you're no Jack Kennedy.

Quayle: That was really uncalled for, Senator.

Hank Trewhitt (Baltimore Sun):“You already are the oldest president in history, and some of your staff say you were tired after your most recent encounter with Mr. Mondale. I recall that President Kennedy had to go for days on end with very little sleep during the Cuba missile crisis. Is there any doubt in your mind that you would be able to function in such circumstances?”

Reagan: “Not at all, Mr. Trewhitt, and I want you to know that also I will not make age an issue in this campaign. I am not going to exploit for political purposes my opponent’s youth and inexperience.”

I would love to see an interviewer say, "WHY was that question "uncalled for"? Please explain."
