Okay, I think you have a valid point, which I see as:

The Movement wants to go from deliberation to action on the matter of Cyber War Crimes, but they realize it is not yet politically expeditious to do so.

Letting the bright light of day shine upon this scheme should be a good way of defeating such nonsense.
