And add to that, the recent bill that he can (and will) interpret as allowing him to suspend a suspected 'domestic terrorist's citizenship and hold him/her indefinitely without a trial.
The massive numbers of people the government will be 'caring for' will not be immigrants, they will be 'former' citizens who demonstrated or spoke out against him, when the 'state of emergency' is declared.
