Vincent Gray appears to be a racist as his behavior is just another way of saying black parents neglect their children.
The bottom line is that most parents in D.C. not only have no parenting skills, they have no desire to parent, and if anything are only negative influences on their children, keeping them stuck in an endless cycle of despair.
So if the children are taken away and adopted by *anyone* other than their parents, they will probably do better.
They would probably do better if raised by wolves.
The problem with leftist social-engineering laboratories is that their totalitarian impulses are regulated by the eventual flight of all private capital, so that there is no money left to fund their social experiments.

Oh, give me a break! How did humanity survive when infants and young children were simply fed, clothed, carried around, and sent outside to play? Even the children of poor people, black people, people who didn't speak English (as most of the world doesn't).
In the Bad Old Days before the government took care of us, people who couldn't or wouldn't do anything died. If someone lasted long enough to have children, those children - if only by osmosis - were going to end up with some kind of competence.
