It means whatever the listener thinks it means. That's the whole point.
If you can hit an emotional theme without citing specifics, you can garner more support than you would if you were detailed.
In this example, if we had two people who thought a 'human wage' was $9 and $12 per hour respectively and she said something like "we should raise the minimum wage to $10/hr" she would have lost the support of one of the two individuals.
Not saying so leaves both thinking she meant what they believe.
