U.S. yet to recognize N. Korea’s young leader: foreign minister

SEOUL, Dec. 23 (Yonhap) — The United States has yet to recognize North Korea’s young leader following the death of Kim Jong-il, South Korea’s foreign minister said Friday, as the world is trying to read the tea leaves on whether Kim’s abrupt demise could spark an internal power struggle.

I think it's just Obama being Obama, once again leading from behind. And of course, there's the matter of his vacay - that takes precedence over something like foreign affairs.
