It’s hard to find a Chinese official who’s not on the take.

It is one of the ironies of communism. The commies set out to wipe out the capitalist (or the opportunists) and they end up turning everybody into opportunists.

A Russian friend who grew up in and lived under the Soviets said an old saying went, “Don’t give me a medal. Don’t give me a raise. Give me the warehouse keys.” He said that every interaction with an official at any level required a bribe, sometimes as low as a few kopeks, their smallest currency. He said you’d slide the money out and it would be scooped away without a trace of acknowledgement.
