A Russian friend who grew up in and lived under the Soviets said an old saying went, Dont give me a medal. Dont give me a raise. Give me the warehouse keys. He said that every interaction with an official at any level required a bribe, sometimes as low as a few kopeks, their smallest currency. He said youd slide the money out and it would be scooped away without a trace of acknowledgement.
