A better guess would be before doing anything, the Federales need authorization from the cartels first.
If MexGov was buying them from us, why not? Tehn again, how much trouble could it be to lock in and jam til they smoke?
The way the MexGov is battling this cartel thing is very curious indeed.

I thought that was the Tabasco Film Company of Havana, Cuba, producers of the famous “What the Parrot Saw” film series.
They diversified in to other areas besides shipping. The film industry was more industrious and profitable.
