What does that have to do with a VP?

If he is not a NBC, he can still be the VP. He can not be the POTUS.

To say that all in the line of succession for the presidency have to be NBC means that all the cabinet appointments, Congress critters, and I forget who else have to be.

If the VP is not able to be the president, it slides down the the next edible holder.

Incorrect. The constitution requires the VP be eligble to become POTUS.

But Rubio is a NBC anyway.

The last sentence of the 12th amendment, ratified in 1804, reads: "But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States."
