Congress is acting and saying no but the left seem to think that they should always get what they want and to hell with the congress, the constitution and the balance of powers.
See when a President in America wants to get things done he works with the other side and then on agreement gets things done.
When a dictator wants things done he by passes laws, makes up new laws and to hell with the old laws.
