The White House on Thursday refused to say whether lawyers at the U.S. Justice Department gave the green light to President Barack Obama's controversial appointments to two agencies but experts said the department almost certainly did provide advice.
The department's Office of Legal Counsel advises the president and government agencies. In the past, it has issued guidance about the constitutionality of so-called recess appointments that are done when the Senate is away.
That counsel is seen as critical to providing justification for decisions and actions by a president. It has been key on other major issues, such as the use of military force in Libya.
Obama on Wednesday used his constitutional power to install a new chief at the Consumer Financial Protection Bureau, along with three members of the National Labor Relations Board.

A President has the Constitutional authority to force Congress to adjourn if the two houses cannot agree on adjournment. But he decided to NOT act constitutionally and instead act extra-constitutionally.

They “refused to say lawyers at justice gave the green light” because an admission of that constitutes the necessary conditions for impeachment— and they KNOW this, and might only give this up if subpoenaed. They are staking out a foolish position-- but then they are marxists, holder and the rest of them. This cannot fly.

Maybe he and Holder are "expediting" the process to try and pull off a mini-"coup" of some sort before the elections as he takes it upon himself to re-write the Constitution to suit his agenda.

No. A President has no role in the schedule, agenda, calendar or rules of either house of Congress. The current Congress is functioning under the Harry Reid established schedule designed to repell recess appointments. The current senate is still not in recess.
