When you have large scale under-cover operations where the US anti-drug agents appear to act for the drug lords.....when you have that....it will not be very long before the US agents will actually be working for the drug lord. It has happened with FBI vs. organized crime inside the US. It has happend to US covert agents working against the evils of the KGB.

America has to, indeed MUST keep its good officers and agents pure and untainted by working too closely with the evils of drugs and money and hostile foreign agents.
