(a) the clock represents the number of year (expressed as minutes) until we are all blown up, drowned, nibbled to death by rabid herds of okapi, etc;
(b) it has been in use for at least thirty years; and
(c) it has never read more than 15 “minutes” to midnight, or less than two.
I conclude, therefore, that it has never and will never show the “correct” time, and is an entirely useless instrument. Like water-powered bagpipes or a pocket ruler marked off in parsecs.
