You can call it whatever you want, but the bottom line is that what this appears to try to do is effectively limit access to those fish to either residents of NC, or those who can afford the time and expense of travelling there, and paying all of the associated costs of lodging, buying out of state fishing permits, and hiring the boat and crew to take them out fishing.

Whether it's accurate to describe the people who can afford that as "penthouse fishermen" or not may be debatable, but I can tell you that however you describe them, I won't be among them, so I simply won't be having any of your fish any more.
