There was no income tax in our Republic until 1913. So we went 140 years without an income tax. The Feds some how managed to get by.
Ron Paul wants to
1) Gradually abolish the income tax.
2) Shrink the government down to it’s Constitutional Size
3) Force it to go to other resources for cast.

The only part of that that I have a problem with is the gradually
part.
The goal should be a constitutional amendment forbidding income taxation at all levels of government, local, state, federal, and international (the last is necessary to override possible ill-advised treaties the US might ratify in the future).
I liked Moore's point about the effect such a change would have on American access to human capital. Given appropriate immigration policy (immigrating into the US should be like getting into a top college), there would be a giant sucking sound of brainpower migrating to the US from all over the world. Other countries would be forced to adopt our policies or fade into the poor house.
There was an income tax during the Civil War, in the Union at least. Lincoln administration invented the damn thing....
