what will happen to Perry’s vote from SC absentee’s that already voted or does SC have absentee vote in primary?

If it Romney wins within difference of Perry’s vote can they give electorial to Newt?

Any votes for Perry will still count for Perry. If he gets enough to earn delegates (unlikely, given SC's system), he can request that the pledge to vote for Gingrich, or he can release them to vote as they will. Same as any delegates he may have picked up in Iowa and New Hampshire.
