You ask a well-intentioned by naive question. Were anyone to try to enforce it, then Funny Ears Obama and SuperNegro Eric Holder would swoop down upon you and start investigations of you at all levels, Then they would demand every document and record you have ever written. Then they would begin snipping at you in the press, going so far as to imply that you are also guilty of corruption, and make certain the press is present when those boxes of documents are carried out into federal vans. Then they would hole little public meetings with the press present, with a corrupt U.S. Attorney's office representative asking questions of you.
How do I know this? This is all exactly what has happened to our Sheriff Joe after he announced that his office would be enforcing the laws regarding finding and handing over illegal aliens for deportation.

“Aliens! Register now. All aliens must register by (I forget the date) at your local Post Office.” Accompanied by a primitive cartoon of a “resident alien” handing a card in at the P.O. window..
