I have little doubt that O'Bambi took a snort (or two or three) of cocaine prior to his address. He's clearly showing the signs of a frenzied, stammering, stuttering madman. His vocal inflection is just plain weird, rising and falling in a manner that no normal human would use, especially for an occasion that requires at least a modicum of decorum.
