There was a hotel in Vegas which had to re-engineer its windows which were reflecting enough sunlight into a poolside area that guests were getting serious burns.

It could be that a similar thing is at work here. I’d guess that the law doesn’t allow folks to mount mirrors in ways to cause damage to the property of another, nor would the law allow the accidental harm of new windows installed by some way that caused similar damage to the property of others.

Yep, that's the story here, a newer technology that will require tweaking.

Reflecting sunlight OFF your property means it goes somewhere else and may cause damage there.

Currently, property owners who MODIFY natural drainage on their property can be held responsible if that storm drainage damages another's property. We may see similar law in sunlight reflection.
