Coud this pushing back and waffling of time to start be deliberate by CSpan?
It could be, but I don't think that CSPAN is controlling the event. I think there are other issues with starting up. It is a town hall meeting, and attendance, security, logistics of setup, etc. are more likely the cause of the delay.
