Private school teachers are paid less (almost frightfully so) and get better results.
These "bonuses" would be tied to bogus, easily manipulated and highly political criteria.
Let’s pay the really smart kids to teach themselves.

Alternative:
Develop objective measures of teacher “greatness.”
Develop a payscale that compensates proportional to “greatness.” Adjust this scale until there are no longer lines of qualified candidates to fill vacancies.
or
Set a stand of “qualified”. Pay a flat amount to qualified teachers, regardless of experience. It’s OK if it’s a young person’s occupation (NOT “profession”) if they are qualified. Let the old biddies move on if they have such valuable skills.
and/or
Set administrator salaries to be no more than teacher salaries.
Arne is saying either:
1. The trouble with education is that teachers aren’t living luxuriously enough (absurd).
2. The trouble with education is that there are teacher job openings that can;’t be filled (absurd).

3. The current teachers are lousy, and the ones who would be competent won’t be attracted to the occupation unless salaries were higher (a little insulting to the group he thinks he’s pandering to).

All public school classrooms should be like courtrooms. On the public record, and accessible to parents and taxpayers.
Video every moment to observe teacher incompetence and political indoctrination, and behavior issues.

A teacher's pay should be determined by a free market in education, not do-gooders in government.
I remember hearing a few years ago that the highest paid teacher in Korea earned several million dollars. She had produced a popular video cram course for the national exams.
