How come law enforcement clowns constantly pull this crap of raiding the wrong dwelling, but the UPS guy always delivers to the right address? As usual, no one will lose their job over this outrageous blunder.

As usual, no one will lose their job over this outrageous blunder. - and there's your answer. Why would they ever change from the current practice if there's reason to do so? Where's the 'ROI'?
