Didn’t Lincoln say “you can fool some of the people all of the time”?
 
Could be wrong, but wasn't it P.T. Barnum, of Barnum and Bailey Circus fame who said it? 
[something like: "You can fool some of the people all of the time and all the people some of the time, but you cannot fool all of the people all of the time."]
 
Regardless, history (and my personal experience) shows it to be an accurate observation of the human race.

The quote about fooling the people is attributed to Lincoln, I believe Barnum is supposed to have said,”There is a sucker born every minute”.
