Select where voter_id_roll_voted exists and citizen_id_number does not!

I’d quit my damned job to fix this!

We developers need to use the FOIA to force precinct or county treasurers or whoever to let us run live queries in front of them.

Not compiled hard-coded crap that’s used to manage voter rolls.
