Mebbe so. But her mother and father were the beneficiaries of an enabling environment that didn't hold them directly responsible for their "mistakes".

As a society, we no longer penalize anti-social behavior, we actually reward it -- thereby encouraging its propagation.

The Bustamante girl did what she did because she thought she could get away with it.
