WASHINGTON – President Obama is set to give 10 states a pass regarding an approaching deadline under the No Child Left Behind law, after the states struggled to meet the proficiency standards for reading and math.
The executive action will circumvent Congress, which has been stuck on how to rewrite the law. A White House official confirmed to Fox News on Thursday that the 10 states will receive "flexibility" allowing them to miss 2014 targets for student proficiency. However, those states will be required to set new targets, and implement "comprehensive" plans to reward high-performing schools, punish low-performing schools, prepare students for college and the work force and evaluate school officials.
The first 10 states to receive the waivers are Colorado, Florida, Georgia, Indiana, Kentucky, Massachusetts, Minnesota, New Jersey, Oklahoma and Tennessee. The only state that applied for the flexibility and did not get it, New Mexico, is working with the administration to get approval, according to an official.
Meanwhile, 28 other states, as well as the District of Columbia and Puerto Rico, "have indicated their intent to seek flexibility," the official said.
No Child Left Behind requires all students to be proficient in reading and math by 2014. Obama's action strips away that fundamental requirement for those approved for flexibility, provided they offer a viable plan instead.
The president has been critical of the law, which was passed under the George W. Bush administration. In September, Obama said action was necessary because Congress failed to update the law despite widespread bipartisan agreement that it needs fixing. Republicans have charged that by granting waivers, Obama was overreaching his authority.
For all the cheers that states may have about the changes, the move also reflects the sobering reality that the United States is not close...

Obama will approve anything but requiring a child to read.
When my son could not read in the government school in Montgomery county Maryland by the 10th grade. We sought to have him held back until he could read. They replied "We have a NO FAIL POLICY". I asked if that meant my son may GRADUATE WITHOUT BEING ABLE TO READ. And they replied "WE HAVE A NO FAIL POLICY".
In other words, The ANSWER IS YES! The government wants to be able to Graduate Children from High School without being able to READ!
Why did it take you until he was in the 10th grade to realize he couldn't read?
And if you did realize earlier..why didn't you do something about it?

This is nothing but a gift to the teachers’ unions of those states. They hate anything where are are objective standards and accountability.
The school system said he could every year, but we knew he really couldn't by the 6th grade. Every year we would go in and complain and be told he would get extra special attention and a better program. He didn't want to leave his friends and so we tried working with him at home on it as well.
The teachers at the government school said he would "never go to college".
After we took him out of the Government School, my wife Homeschooled and brought him up 5 reading levels (tested) in one year. It was the dedicated attention and getting away from See and Say/Inventive Spelling that did it.
Because of the Homeschooling and ROTC, he went to Valley Forge Military College and got his associates. He graduated with honors at AirForce Basic (1 out of 587) and is now a Staff Sargent today.
If you love your children, you will think about removing your children from the government schools. If you don't mind the homosexual, radical environmental, socialistic, dumbed down reading and arithmetic programs- you will leave them in.

The first time I heard about the changes in NCLB was this morning watching the Today show. The vacant newsreader told me that Obama had decided to waive what she called “Bush-era policy.” It was spoken so cheerfully. Apparently the president can now waive laws he doesn’t like. And why not? He already did it with the Defense of Marriage Act.
I told my son that this is how a dictator operates. He’s only 13 years old, but he deserves to know the truth about our post-constitutional republic.
I’m no fan of NCLB, starting with the federal intrusion into what should be a local and state matter, and working downward into bureaucratic decrees and bizarre edicts. Next year, for instance, the law demands that 100 percent of the students in the school are supposed to be “proficient” in reading and math. Notwithstanding the fact that the law never defines the word “proficient,” the idea that you can get any population of students to be average or above is absurd. It’s the old liberal utopian idea of legislating equality. Of course, in our attempt to reach that utopian ideal, we’ve lowered and lowered standards until everyone has achieved an equal poverty of knowledge.
It is sad and frightening to watch dictatorship form before my eyes. I talk about this with my students, which means, I suppose, that I’ll be one of the targets, but I’ve heard somewhere that defying a tyrant is obedience to God.
God help us.
Just seemed to me...you and your wife should have known your son was not reading well.. around 1st or 2nd grade.
