Hasn’t worked yet with videos of cops beating and shooting unarmed people or shooting dogs or tazing or pepper spraying people doing nothing wrong.

Plenty of videos on Youtube and the cops are still doing it more and more.

Actually, it works reasonably well, and even more so when it's normal kids that are mistreated.

It's the perception of the citizenry, especially the normal citizenry that counts.
