This is far from a leftist concern. Even Ed Meese (who's responsible for a lot of this) and Heritage have a project concerning the over criminalization of America.

If China had the criminals we have they'd just shoot them. I doubt the Chinese would feed some lowlife serial killer for 20 years - or even 5. Check it out - they kill 'em.
