Rahm Emanuel proposes $65 per-gun fee and registry

Illinois handgun owners would be required to register their weapons with the state — and pay a $65-per-gun registration fee — under a mayoral plan proposed Thursday to arm police with the information they need to solve crimes and reduce illegal firearm transfers. ---

It comes at a time when the National Rifle Association and its allies among Downstate lawmakers are making a major push for concealed carry legislation. Illinois is the only state in the nation that does not allow its residents to carry concealed weapons.

But Emanuel, who helped pass the Brady Bill during his days in the Clinton White House, said he’s willing to wage the tough fight if that’s what it takes to make Chicago streets safer.

Emanuel noted that 56 percent of the guns used in Chicago crimes were purchased in Illinois, but outside the city. That leaves what he called a “gaping hole” that criminals are exploiting.

“You already buy a title for a car. You already buy a title for a motorcycle. You buy a title for a boat. I’m not asking you to do anything you don’t do already.”

"His proposal would require all handgun owners to obtain a certificate of registration from the State Police for every handgun they own — at a cost of $65-per-weapon — and to renew that registration every five years.

They would be required to provide: their name, address and telephone number; the manufacturer of the gun, its model type and serial number; and the date and source of the purchase.

Whenever a handgun is sold, the seller would be required to report the sale to the State Police “no less than 48 hours prior to delivery.” Handgun buyers would have 20 days to file for a new certificate of registration. Anyone caught carrying or possessing an unregistered handgun would face a Class 2 felony."

Rosemary Mulligan is a Republican Party member of the Illinois House of Representatives, representing the 65th District since 1993.

$65 seems like an excessive fee/tax. Shouldn’t the rich have to pay for the poor folk’s handguns?

Rahm is pissed that he had to write a check to the 2nd Amendment Foundation and wants pay back.

"Earlier this month, the city of Chicago wrote a check for $399,950 to the Second Amendment Foundation, a gun rights group located in Bellevue, Wash. The check was a reimbursement for legal fees the foundation incurred in the McDonald v. Chicago case, which resulted in the United States Supreme Court overturning the city’s ban on handguns."

Can someone from IL please correct me on this? But I thought that every handgun purchased had to be registered with the state along with the FOID of the owner?

So in addition with state registration, all handguns would now also have to be registered with the city?

My favorite line was his claim that these registrations would help solve crimes. Will they be setting up an “express line” to make it more convenient for the criminals, drug dealers, and gang members to register their guns, in order to get them back out to their criminal acts more quickly.

There is NO gun registration in Illinois at this time. That is why the Illinois Democrats and some Rinos are pushing this.

To be more specific. Chicago does require all firearms be registered and a few municipalities in Illinois have banned handguns.

But there is NO Illinois state firearm registration at the present time.

Agreed, but the list needs to be expanded to include more of the “free thinking” states like Oregon and Washington. These states are a virus to remaining states, spreading their illness via the “commerce clause” and liberal courts. Our government (and especially elected officials), is largely to blame for not supporting the constitution as required. The laws keep getting changed to support special interest groups and a growing trend towards socialism because many of our youth and others are too lazy or impatient to accumulate wealth over time. Rather than see hard work and frugality rewarded, they want to take from the achievers and savers and create a massive lower economic class of citizens ruled by government officials. It should come as no surprise that government officials will become the ruling and higher social-economic class.

The United States of America is in a terrible state of decline. The blame largely rests with our elected officials, courts, and educational system. I fear that it has progressed to the point that a reversal is not possible but stongly urge every conservative to become active in politics and make your voice known.
