H.R. 796, which Rick Santorum and Newt Gingrich voted for, was intended to preserve the right of pro-lifers to protest at abortion clinics.
In 1993, President Clinton proposed a law, supposedly to protect abortion clinics from violence. In reality, the Freedom of Access to Clinic Entrances Act has been used to prevent pro-lifers from coming anywhere near abortion clinics, stifling their first-amendment rights.
Pro-life Republicans and moderate Democrats (they existed back then) attempted passage of H.R. 796 to head off this threat to constitutional liberties. The bill would still create a federal law to prevent the physical obstruction of clinic entrances, but since such behavior certainly violates pre-existing anti-trespassing state laws, that hardly would have added any restrictions to pro-lifers rights. But it would deflate the propaganda of the mainstream media and President Clinton being used to deny pro-lifers their rights.
Keenly aware of this, the pro-abortion lobby opposed it.

You'll see that the prolifers uniformly supported it, and the pro-abortion fanatics opposing it. You do see several representatives crossing party lines; the Republican "pro-choicers" opposed it, while pro-life Democrats supported it.
I’m even pinging you to this one! Romney is trying to tar Gingrich and Santorum as pro-abortion because they voted for a bill designed to head off Clinton’s push to block pro-lifers’ rights to protest abortion clinics! Please help stop him!
Pretty standard MO for Romney. In 08 they claimed Duncan Hunter was an open border candidate due to a yes vote on a procedural measure in one of the pro amnesty votes. It was basically a yes vote to an add on that the democrats were never going to accept and would kill the bill.

Not to take anything away from the Romney Slime Machine because I fully believe that there are no depths to which it won’t stoop, but I never put too much credence in revelations about Senate votes. With the ability to add riders to bills, there are many cases where a good bill gets clutter added to it. Often a Senator has to vote for the whole bill even if it contains junk that he or she would never vote for on an individual basis.
